In November, the Executive Committee of the Los Angeles Superior Court approved the geographic and caseload consolidation in efforts to avoid a projected budget shortfall in 2013. In addition to the hopes of avoiding the shortfall, the consolidation and reassignment of caseloads are meant to streamline the operations of the entire system. The changes will take full effect fiscal year 2013 in July.

Courts

Geographic Consolidation

Among the changes is the removal of traditional court services from 10 courthouses in the system. The courthouses affected include:

  • Huntington Park
  • Whittier
  • Pomona North
  • Malibu
  • West Los Angeles
  • Beverly Hills
  • San Pedro
  • Beacon St
  • Catalina
  • Kenyon

Caseload Redistribution

Cases that would have been filed at one of the above locations before will now have to be filed at a new location. The map below includes the courthouses that are losing cases (the pins without dots) and the courthouses where they will be reassigned provisionally (the pins of the same color with a dot).

Hubbed Casetypes

Further, the Los Angeles Superior Court will reduced the number of general purpose courtrooms and focus on providing specialized courtrooms focused on a narrow range of casetypes.

Casetypes Current Distribution (Number of Courthouses) Future Distribution
Criminal 27 21
Small Claims 26 6
Landlord-Tenant 26 5
Collections 24 2
Personal Injury 12 1
Limited Civil 24 1

There are additional changes that you should be aware of as well. There will be a master calendar to provide centralized management of civil cases, courtroom staffing will be reduced (i.e. part-time court reporters will be eliminated), and reduction of Alternative Dispute Resolution to statutory minimum among other changes.
